Ladies white jacket with 9 Albuquerque International Balloon Fiesta patches.
Patches are from:

The patches are embroidered and are about 10 cm round, square, or oval. They appear to be hand stitched on the jacket as the stitching does not go through the jacket’s inner layer.
Jacket has a couple of stains on it but none of the patches are affected.
No brand or size label on jacket, and there is no insulation.
It is more like a windbreaker.
Assuming it is about a size 16.
